The Fall Veto Session is scheduled for November 17-19 and December 1-3

Of the 22 bills passed during the short session, Governor Pritzker signed HB 2682, allowing to-go alcoholic drinks for sale, and SB 2099, authorizing the state to borrow funds to cover expenses during the COVID crisis. Illinois could be the first state to borrow from the Federal Reserve’s $500 billion line of credit for local governments.

A group of the Illinois Legislative Black Caucus members are calling for an emergency special session to address criminal justice reform in the wake of the death of George Floyd. Governor Pritzker’s office said he is willing to support House and Senate leaders if they request a special session.

Given the logistical challenges to convene the General Assembly during this pandemic, a special session is unlikely before they are scheduled to return on November 17th. The Governor has declared 14 counites as disaster for civil unrest, allowing them to receive state resources. Those counties are Cook, Lake, Peoria, Rock Island, Stephenson, Williamson, DuPage, Kane, Kendall, Will, Champaign, Macon, Sangamon, and Madison. He also activated 625 Illinois National Guard soldiers to help enforce Chicago street closures after riots resulted in hundreds of arrests, injured police officers, and rampant property damage. Meanwhile,the vast majority of protests across the state have been peaceful.
