2019 Federal Advocacy Forum Illinois Update

The 2019 Federal Advocacy Forum was in DC March 31- April 2. The APTA did a wonderful job bringing together approximately 285 physical therapist, PTAs and PT students. The Illinois contingent was able to visit with multiple IL legislators and staffers including Senator Durbin, Senator Duckworth, Rep Rodney Davis, Rep Darin LaHood, Rep Mike Bost, Rep Sean Casten, Rep Michael Quigley. Everyone was very receptive to our message.

The APTA’s focus this year was on improving patient access to physical therapy to help address the opioid crisis. The specific legislation we supported included adding physical therapists to the National Health Services Corp. This would help PTs with student loan debt while also getting PTs to underserved areas. We also voiced concern about PTs not being included in Community Health Centers. These are federally funded health centers in areas that have had poor health care access, and currently they do not include PTs.

We generally talked about how well our profession can treat pain and work on pain reduction in non-pharmacological ways. Last year there was a lot of legislation addressing addiction, now we need to start addressing pain management first, before the opioids are ever given. This would involve improving early access to PT and reducing cost (co-pays and deductibles) and administrative burdens (excessive pre-authorizations).
