2019 General Assembly: Barriers to Licensure and Employment

HB 3639 would require the Secretary of Financial and Professional Regulation, in consultation with the State Refugee Coordinator, to examine means of reducing unnecessary barriers to professional licensure for qualified immigrants to Illinois from foreign countries, and that the Secretary submit a report to the Governor and the General Assembly of his or her findings and any recommendations for legislative action in 2020.

SB 1965 would allow an individual otherwise qualified for and intending to apply for a direct care position who has a disqualifying conviction to initiate their own fingerprint-based criminal history record check where a conditional offer of employment has not been made and such a background check has not been previously conducted and allow those individuals to request a waiver of the prohibition of employment.
