A Message from Your Assembly Speaker

As spring appears to have finally arrived, it's also time to see the growth in our Association through the business of the 2018  Illinois Physical Therapy Association's Assembly of Representatives. On April 14, 2018, members gathered at the Q Center in St Charles for the 40th Assembly. This update is a review of the business conducted at this meeting.

Following the traditional introductions, rules adoption and meeting minutes updates, the Assembly  heard verbal reports from the following individuals: Mike Riley, PT (IPTA President), Colleen Flannery (Executive Director), Sarah Jensen, PT (IPTF President), Jim Milder, PT (IPT-PAC), and Rick Rausch, PT (Payment Chair). These individuals presented updates on many areas of practice in physical therapy in Illinois and looked to continued work for the coming year. Thank you to these individuals who have been leading our Association in so many ways.

There were multiple motions reviewed at the meeting, including both bylaw and non-bylaw motions.  The first motion considered gave a definition and purpose to our Assembly.  As the Assembly voted to approve this motion, it will now help orient all Assembly Representatives and help to summarize our function within the current bylaws. I would encourage all the members of the nominating committees in each District to use this new statement as you reach out to members to encourage them to consider being a District Representative for 2019.

Following this decision, there were three motions which were bylaws on the agenda. The first bylaw motion was titled “Assembly Apportionment”. In the conversations prior to the Assembly and during the Assembly meeting, the membership discussed the merits of this motion, and referred to the 2016 Assembly when this conversation began. Upon the vote, the Assembly voted in support, and the motion passed.  The Physical Therapist Assistant will now have an equal vote in the Assembly.  The second bylaw, titled “Assembly Size”, was heard by the Assembly with a lively discussion and concerns raised by members. Upon the vote, the Assembly voted in opposition to changing the size of the Assembly. The final bylaw, titled “Assembly Frequency” was not heard by the Assembly.

During the meeting, two additional motions were brought forward from membership: “District Restructuring” and “CE Motion”. These concerns were voiced and heard by the Assembly with discussion on both motions.  Upon the vote, the Assembly voted in opposition to both motions and no further action was taken. 

I hope as you read through this review that perhaps you have a curiosity about the Assembly and the formal rules that were followed (Roberts Rules). Or perhaps, your interest has been piqued on a part of the business and you'd like to know more.
