Members of the Illinois General Assembly are seeking to amend the Workers' Compensation Act in the upcoming legislative session. The IPTA opposes the proposed changes to the Workers' Compensation Act because they limit both patient choice and access to health care services.
The proposal includes a requirement that physical therapy care be limited by standardized guidelines. Where the specifically sited standards have been employed, they provided too little care for most injured workers. The result of this is more permanent disability among patients and much higher costs. We acknowledge the cost containment and standardization of practice needs of employers. However, as written this provision is too nebulous. If the legislature wants to proceed with this type of provision, any guidelines should be clear and written with stakeholder input.

single provider can be the best choice for every injured worker.
Current law allows workers to seek a second opinion and treatment
from a healthcare provider of their choice with charges paid by the employer’s
Worker Compensation Insurance. This proposal eliminates payment for second
opinions.
