Passed by the Illinois Senate and House in 2008, SB 101 was finally signed on April 7th 2009 by Governor Quinn. SB101 mandates health care coverage for children who need habilitative services due to a trauma or injury at a young age or a congenital or genetic birth defect. This legislation will ensure that children with autism, cerebral palsy, injury from trauma or other similar conditions will receive the treatment and care they need. Habilitative services can significantly increase a person’s ability to function independently and can be just as crucial as treating a person’s medical needs.
Senate Bill 101 will close the gap that exists between habilitative and rehabilitative services. Rep. Elizabeth Coulson played a key role in getting this legislation passed.
