IPTA Supports Governor Quinn's Opposition to Referral for Profit
On July 23, Governor Quinn delivered a sound message when he vetoed SB2635, a bill amending over 20 health care acts that included the Physical Therapy Act: "As Governor, I am committed to protecting affordable and accessible health care for the people of Illinois. The bill before me today does not go far enough to protect patient choice, restrict fee-splitting practices, and limit self referrals within the health care industry. Senate Bill 2635 also incents medical professionals to increase the volume of services provided...I cannot approve a measure that promises to raise health care costs in Illinois.”
This veto comes just after the Medicare Payment Advisory Commission (MedPAC) released its report to Congress where it concluded that physicians with a financial interest in ancillary services such as physical therapy and diagnostic imaging are more likely to overutilize such services. MedPAC identified a national policy change that would limit physicians from referring patients for these services to facilities in which the physicians have a financial interest.
The Illinois Physical Therapy Association supports both MedPAC and the Governor, and your voice is needed to send this message to the Illinois General Assembly.
Contact your legislators and ask that they support Governor Quinn's veto of SB2635. The message is clear: the citizens of Illinois deserve affordable healthcare that is free of unnecessary conflict of interest and fee splitting.
